What Do They Run?: Petyr will be serving as the media liaison and publicist of the militia. His job is to make the militia look good and to influence how they, Bifrons, and the government in general get along.

"They know what you are. They know it’s all just an
act. Your job is to make them forget what they know. And that
takes time. … He knows he’s better than other men. He’s
always known it, deep down inside, now he has proof."


Petyr is, above all things, ambitious. Envy clouds much of what he sees, distorting what he holds valuable and how he pursues all things. From a young age, he grew up wanting to be greater than those he admired, resenting his lowly roots and vowing to be better than them all. He has worked extremely hard to that end, putting in time and energy year after year to continue on his path towards greatness.

As a result of his dismal beginnings, sheer necessity, and a rather spectacular talent, Petyr has mastered manipulation to a fine art. He has infinite patience for his plans, knowing that things take time, and always being willing to see things through. He has a gift for spinning anything and everything into whatever angle he needs it to be and can convince many people of many things that may not be true or right given enough time, because he can cut to the core of people and find out what will impact them and how to use it against them.

The man has an ego. Although mostly shameless with his pride, he has difficulties allowing a slight to go unanswered. He also struggles with not being in control of any given situation, particularly when it extends to his larger plan. He hates surprises for this reason, though he has a decent ability to adapt quickly and reevaluate as needed. Petyr will never willingly take the blame for any such circumstances. He will either do his best to spin it so that he's in the right or will seek to – very carefully – blame someone else.

Petyr Baelish is a douche. He makes it his business to know as much as possible about as many people as possible, constantly having spies in his employ and seeking to know everyone's dirty little secrets. As a Callsign and buddy of Bifrons, he'll seek to read the Immune's files and won't be above using that information against them in order to keep them in line (as much as allowed with player permission, of course). He takes true delight from lording his superiority over others, which mainly comes from the power that he feels in knowing things that others don't. To this end, he enjoys picking verbal fights, particularly when he believes he can put other people in their place. He's coy and witty about his banter, rarely if ever saying anything outright and instead dancing around and hinting at subjects in an almost constant conspiratorial fashion.

Partially because his power lies in manipulation and not judgment, he's surprisingly open-minded. Growing up in District Two and finding reasons to appreciate each District has limited his likelihood of prejudice by wealth (beyond preferring wealth in his ambition). Similarly, he believes that every man (and woman) has a vice and that the only differences between them are how easily he can use those preferences to manipulate them.

Petyr has the most basic ability to engage in physical combat, thanks entirely to his history with the militia, and little more beyond it. He will, without fail, always choose to engage in verbal sparring over any physical combat and will do his best, even when physically threatened, to avoid actual confrontation or coming to blows. That said, he's not the type to hide behind guards and will do his best, whenever possible, to stand his own ground – by which I mean stay there until violence starts happening, at which point he'll flee without qualm – and not to force others to fight his battles for him.

In spite of himself, he's a hopeless romantic. It's buried deep, deep down somewhere in the shadows that people rarely get to see to any full level, but it's extremely apparent in his interactions with the object of his affections (primarily Catelyn). Of course, he has a reputation to maintain and part of that includes being unattached. Partly because he owns some, partly for his reputation, and partly because he takes some delight in it, Petyr enjoys hanging out in brothels and strip clubs. While he takes genuine pleasure from being surrounded by the environment, he has never accepted any of their services. Even now, he still holds out hope that somehow he can still claim his happily ever after and that won't be possible if he's not the man she married, or better.

Outside of his ambition, Petyr is actually not an awful man. He's not particularly vengeful or malicious and will even go out of his way to help others if it's not in any fashion detrimental to his schemes. The only problem is that roughly 90% of what he does is caught up with his plans and separating what he wants (and will do anything to achieve) with the rest of him is nigh impossible. Catelyn and those important to her (except her husband) always benefit from this kindness. Most others will need to earn it as it's not naturally given much, even to children.


Background:
Petyr grew up a poor boy in District 2. He spent his youth admiring the celebrity of the Callsigns and the power of Bifrons, wanting to be a part of something greater than the small farm village he was born to. Although his family was established enough as farmers to have the respect of their local community, their name extended to no one – and nowhere – else, which always seemed inadequate to Petyr.

Because his family was not particularly wealthy and Petyr dreamed of more, he was invited around the age of twelve to stay with The Tullys, family friends of his parents'. The Tullys were a slightly more prominent and respected ranch and farm in District 2, a name perhaps recognized by those in other Districts who dealt with food. It was a niche, but a step up in the world in Petyr's mind.

Through the years, he began to develop deep affections for one of their daughters, Catelyn. Her choice to engage another man, Brandon, hurt him deeply. When the man passed away the next year, Petyr thought he had a chance. A couple years after that, Catelyn revealed she had been dating and was now engaged to marry his brother, a respected man of District 3, instead of returning Petyr's affections. This crushed Petyr and served as the catalyst for his ever growing envy and ambition.

A new virus struck the same year, taking Petyr's parents and leaving him alone with the Baelish legacy. He left his family's farm behind to join the militia, unconsciously trying to compete with the man Catelyn had left him for in a time when the city needed it most. Petyr was more concerned with improving the family name than continuing their business. He instead allowed those who had been working for the farm for ages to continue pushing it to thrive (while he reaped the profits).

He managed the basics of combat in training, never standing out but never falling behind as notably inferior. A little was intentional, but as much or more was a sheer lack of skill. Because of this inability to excel, he left the militia a few years later, on good terms, to instead work for Bifrons directly. Where he failed as a farmer and struggled as a soldier, Petyr shined as a businessman.

He was bright, ambitious, and hardworking at Bifrons, rising quickly to a respectable rank for a youth of his age (of roughly 20); nothing substantial or in management, but enough to meet some people and gain a name within the business. During this time, he also began purchasing a selection of small businesses in Districts 1, 3, and 4 – brothels, strip clubs, and bars, mainly – in constant search of adding to his financial stability.

After several years with the company, he hit a metaphorical glass ceiling of sorts and sought to position himself in a more strategic and advantageous position – that of liaison between Bifrons and the government/militia, as it existed then.

He served as more of an assistant at first, before eventually taking a solid position as one of several individuals in this role. While the others focused on science, medicine, and so on, Petyr focused on how to improve relations between the two – as well as profit. In publicity and advertising, he excelled, including helping with the marketing campaign supporting the dome in the years after its creation.

With his vast and varied history with the militia, Bifrons, and the government, it made sense to assign Petyr to be a Callsign. For Bifrons, this is a strategic move to have another strong ally within the militia. Yet, because of his unique loyalties to the militia directly, Petyr is not a puppet of the corporation. In fact, he will continue placing his alliances wherever suits him best.

Oscar works equally between the militia compound, Bifrons' offices, and the government's main buildings. His main role is that of a diplomat and liaison. Though less apparent, his focus is actually that of public relations and marketing for the militia – and, by some extension, for Bifrons and the government as well. He spends a great deal of his off time in one of several brothels, bars, etc. that he owns or in his lavish home.

Born in District Two to a humble farming legacy, Petyr Baelish was a child of love and hardship. When the virus struck, he knew it was his duty to aid the people of Sanctum and quickly enrolled for the militia. Bifrons had other plans, however, and Private Baelish was transferred to work helping Bifrons advance their medical knowledge and technological solutions into the future. When Petyr's talent for helping people to work together was truly realized some years later, he began to liaise with the government as well. He was assigned to Callsign Oscar for his natural ability to act as diplomat and his vast experience in all relevant organizations.

Oscar is an extremely hardworking and dedicated man. He is ruled by intense ambition and envy with a masterful ability to manipulate those around him. He will never be satisfied with what he has and will not hesitate to include or use anyone that might be beneficial in his game. Outside of his strict goals, Oscar's not a terrible guy. He doesn't seek to viciously or maliciously attack people unless doing so would advance his name or career. His reputation is that of a rather passive man. While not perceived to be selfless, he is also not known for being so selfish or manipulative. Rather, many people are confused as to what he actually does.

When Bifrons created the clones, it was unforeseen that they might take the form of your brethren and that such a shape might cause you undue duress. Had they known, they would have never allowed such experimentation to occur. As with any great leap in technological or medical progress, certain sacrifices must be made. Yet we know that the sacrifices you have already made are too numerous to count and would never willingly ask you to make more unless absolutely necessary.

The militia supported the research in disease prevention and will continue to do so, so long as Bifrons realizes the error of this experiment and makes the appropriate adjustments moving forward.
